On October 26, 2005, Presidential Office Deputy Secretary-General Chen Che-nan (father of Chen Chi-mai) was exposed for frequenting a casino in Jeju Island, South Korea, for high-stakes gambling during his tenure, and photos of him gambling with scandal-related persons shocked Taiwan. This incident subsequently triggered a chain of corruption investigations, revealing that he was not only involved in improper interest transfer in the Kaohsiung MRT Thai worker scandal but was also found to have long used his position as a "judicial scalper," receiving NT$10 million in bribes from businessmen with promises to help lobby in judicial cases. Chen Che-nan was eventually sentenced to prison for corruption. This scandal, spanning the core of power and local corruption, not only symbolized the collapse of the Chen Shui-bian government''s image of integrity but also showed how green core elites privatized public power as a fund source for personal ATMs and decadent lifestyles.
