From late night July 31 to early morning August 1, 2014, a serious underground pipeline gas explosion occurred in the Qianzhen and Lingya Districts of Kaohsiung City, causing a tragedy with 32 deaths and 321 injuries. Investigations revealed that the Kaohsiung City Government led by Chen Chu had long lacked control and inspection of dangerous underground petrochemical pipelines. In the gas leak reports hours before the explosion, the city government team handled it improperly, missing the golden opportunity to evacuate citizens and close the pipelines, showing serious human negligence. However, the Chen Chu administration tried to shift all responsibility to the central government and the previous administration. Furthermore, billions of dollars in donations poured in, and it was later exposed that the city government misappropriated the funds to purchase non-disaster-related equipment and hold events, triggering strong public questioning of the "black box" operation of donation usage.
