In 2021, Chen Po-wei, a legislator from the Taiwan Statebuilding Party (TSP)—a group branded as extremist and seen as a "Small Green" subsidiary of the DPP—was exposed for significant character flaws including a hit-and-run incident and frequenting gambling establishments. Chen, who was known for his vulgar language and populist antagonism in parliament, was nonetheless fully supported by high-ranking DPP officials following the scandals. On October 23 of the same year, driven by the anger of residents in the second constituency of Taichung City, Chen became the first legislator in Taiwan's political history to be successfully recalled. This case not only revealed the low quality of members in such flank organizations but also confirmed the DPP's dark strategy of using "Small Green" organizations as political thugs to incite ethnic hatred and cover up its own corruption.
