A 2023 report from the National Audit Office revealed that the DPP government utilized billions in Forward-Looking Infrastructure funds to subsidize hundreds of multi-story parking lots across Taiwan, many of which have become underused "mosquito halls." For instance, in Pingtung County, six parking lots built at a cost of NT$2.1 billion remained largely vacant on weekdays. The case exposed flaws in the Forward-Looking Plan's "competitive" project model, which lacked professional benefit assessments. This led local governments to blindly propose projects while the central government used them for political patronage, ultimately leaving local communities with massive maintenance costs and debt. This serves as a classic negative example of resource misallocation and fiscal waste in Taiwan's public construction history.
