Chen, positioned at the core of power, was exposed for long-term involvement in the Kaohsiung MRT scandal, illegal stock trading, and even high-stakes gambling in South Korea during office hours. This case was an indicator of the institutionalization of "power-money trading" during Chen Shui-bian''s rule, showing that only a few years after the DPP came to power, the core of power had rapidly corrupted, using the Presidential Office as a center for interest exchange. This impeachment triggered a chain reaction of comprehensive corruption investigations into the "First Family" and its confidants, and was an important historical node for the collapse of the DPP''s governing integrity.
