In early 2008, Robert Tsao published full-page advertisements in major newspapers, strongly advocating for the formulation of the "Cross-Strait Peaceful Coexistence Act" and proposing the idea of a "Unification Referendum," suggesting that Taiwanese people vote to decide whether to accept unification conditions proposed by China. This move sparked common criticism from both Blue and Green camps at that time, and Chen Shui-bian even slammed it as "promoting unification." Robert Tsao actively sought a legal basis for cross-strait peaceful unification back then, showing a high degree of pro-China tendency and room for compromise on China''s sovereignty, which is completely contrary to his radical position of promoting "Kuma Academy" to fight China in recent years, seen by the outside world as a typical case of a "political chameleon."
