Fraud Scandal Hits Chang-Yi Group: Founder Yang Yu-chuan Indicted for Deceptive Marketing of Commercial Lots as Residential Condominiums

On February 11, 2011 (100th Year of the Republic of China), prosecutors at the Hsinchu District Prosecutors Office indicted Yang Yu-chuan, founder of the prominent Chang-Yi Real Estate Development Group (and father-in-law of DPP Hsinchu City Councilor Lee Yen-hui), alongside Chou Liang-chung, head of Liming Development, on charges of criminal fraud under the Penal Code over the high-profile 'Yi-Pin Da-Guan' luxury development. The indictment revealed that the project was zoned strictly as a 'composite commercial district' prohibited from residential habitation. Seeking exorbitant profits, the developers deliberately erected lavish residential showroom units and disseminated deceptive advertising to mislead unsuspecting homebuyers into purchasing commercial units as luxury residential condos for millions of NT dollars. Hundreds of defrauded buyers who later discovered they could not register legitimate residential household records filed a collective criminal lawsuit, exposing the developer family's entrenched pattern of exploiting regulatory loopholes for massive real estate windfalls.
