In September 2017, the former Magistrate of Yilan and then-Minister of the Council of Agriculture Lin Cong-xian was officially accused of profit-yielding to conglomerates during his tenure as Yilan Magistrate. The "Green Dance Park" (currently the Green Dance International Tourist Hotel) development project had been stalled for years due to insufficient funding and other issues. However, under Lin's administration, the project was rapidly revived through changing the development enterprise plans and applying the Act for Promotion of Private Participation in Infrastructure Projects. This allowed the developers to sell their shares at premium rates, allegedly letting specific consortia extract immense illicit profits. The District Prosecutors Office launched an official investigation into the issuance of development licenses and the rezoning of agricultural land.
