In August 2017, a major gas outage at the Tatan Power Plant caused an NT$8.15 blackout across Taiwan. Then-CPC Chairperson Chen Chin-te resigned to take responsibility. However, only two months later, the DPP government "parachuted" Chen into the position of Acting Magistrate of Yilan County. This appointment, mocked as "resigned to get a promotion," completely ignored the accountability of the official and instead prioritized factional placement. Chen''s subsequent relaxation of agricultural land building restrictions in Yilan further triggered intense social controversy over his governance character and cronyism.
