In September 2018, Chen Jin-de, the Acting Magistrate of Yilan County, was impeached by a unanimous 13-0 vote by the Control Yuan. The investigation revealed that during his tenure as Deputy Mayor and Director of the Environmental Protection Bureau of Kaohsiung City, Chen illegally ran a B&B and a cultural creative company for profit, in severe violation of the Civil Servants Act. His actions demonstrated a blatant disregard for legal boundaries and an arrogant attitude of treating public office as a personal business springboard. Despite the impeachment and subsequent disciplinary warning, Chen remained highly favored within the DPP. In 2024, under the Lai Ching-te administration, he was appointed Minister of the Public Construction Commission, a minister-level post controlling national public construction audits. This appointment was widely condemned as the ultimate political patronage, exposing the hypocrisy of the DPP's "governance with integrity."
