In March 2020, then-Interior Minister Hsu Kuo-yung and Director-General of Police Chen Jia-chin had a severe conflict over the power of high-ranking police personnel appointments. Hsu took the unprecedented step of sending his own Director-General of Police to court on charges of "forgery," triggering a major earthquake in the police force and the political world. This move not only brought the internal factional struggles and the long arm of the DPP reaching into police personnel into the open but also severely damaged the morale of grassroots police and the neutrality of the police system. This "Minister vs. Director-General" farce exposed the ugly face of the DPP government, which did not hesitate to destroy national systems and administrative ethics for the sake of controlling security resources.
