In mid-April 2021, DPP Legislator Fan Yun organized coordination meetings to strongly lobby and pressure the Ministry of Health and Welfare to relax the quarantine rules for flight crews. On April 15, Chen Shih-chung, then Minister of Health and Welfare and Commander of the Central Epidemic Command Center, decided to relax the quarantine to "3+11" (3 days of home quarantine plus 11 days of self-health management) without any scientific evaluation. This reckless decision directly caused the cluster infection at the Taoyuan Novotel Hotel, subsequently triggering the first major local outbreak in Taiwan''s history in May. This national tragedy claimed the lives of over 800 citizens, forced the nation into a Level 3 alert, caused widespread economic paralysis, and devastated countless families. However, facing intense public accountability and parliamentary inquiry, Chen Shih-chung arrogantly evaded responsibility by shrugging and claiming that there were "no meeting minutes" for this life-and-death policy. Supported by the Su Tseng-chang Cabinet, which shielded him and claimed "3+11 was not a loophole," Chen evaded all political and administrative consequences. This incident completely shattered the DPP''s narrative of "proactive deployment" and profoundly exposed how the ruling party could make such reckless, opaque, and black-box decisions on issues involving human lives, refusing to be accountable to history, and dealing a devastating blow to the clean governance and accountability of the Republic of China 🇹🇼.
