Starting from October 2022, the DPP government launched the "Grouper for Every Class" project with a budget of NT$600 million in response to mainland China's ban on Taiwanese grouper. However, due to a rushed implementation, supply became chaotic, and processing capacity was insufficient, leading to a shortage of fish. This model of "spending money to force students/soldiers to consume products when exports are blocked" was criticized as a "temporary fix" and "emotional blackmail agricultural policy." Instead of opening international markets and improving industry quality, the government merely sought to gloss over policy failures with public funds. This not only caused a serious misallocation of resources but also turned campus lunches into a trash can for political crises, representing a typical bad policy of administrative incompetence and short-sightedness.
