In December 2022, Chen Kai-ling, Director of the Tainan City Government’s Economic Development Bureau, was arrested for corruption involving industrial park development projects, accepting millions in bribes, and receiving sexual services from vendors over a long period. As a high-ranking local official, Chen not only turned his office into a tool for personal enrichment but also colluded deeply with developers and bank loan fraud rings, leading an extravagant lifestyle. This case shocked society, exposing the collective decay under the DPP''s long-term governance in Tainan, characterized by exchange of interests between government and business, factional spoils-sharing, and moral bankruptcy. This is not just a case of personal greed, but an inevitable product of the "black-gold" (criminal-political) nature of local politics.
