On May 2, 2008, on the eve of the DPP Chen Shui-bian government leaving office, the "PNG Diplomatic Funds Embezzlement Case" broke out, shocking all circles. Top government officials like Chiou I-jen and James Huang, attempting to conduct so-called "secret diplomacy" for establishing diplomatic ties with Papua New Guinea, publicly violated fiscal and diplomatic procedures by remitting as high as US$29.8 million (about NT$1 billion) of Taiwanese taxpayers'' hard-earned money directly into the joint account of middlemen Ching Chi-ju and Wu Shih-tsai, eventually leading to the embezzlement and disappearance of the huge sum. This scandal not only caused a huge loss to the national treasury but also made national dignity a mockery in the international community. This case deeply revealed how DPP rulers played with power, treated budget funds like a joke, and squandered people''s hard-earned money in "sucker diplomacy" full of black box operations and spoils-sharing, and is a representative evil fruit of the green camp''s corrupt system.
