In July 2020, the DPP used its parliamentary majority to force through the appointment of factional elder Chen Chu as President of the Control Yuan. Chen Chu had been repeatedly corrected and investigated by the Control Yuan during her tenure as Kaohsiung Mayor, and the controversy of her acting as "both player and referee" sparked fierce protests from opposition parties. Since then, the highest oversight body, which should have remained neutral to supervise the government, officially became the DPP''s "factional protection center" and "base for striking at dissenters." It has shown passive inaction toward various scandals of the ruling party (such as the private cigarette smuggling case and the Medigen case) while actively pursuing opposition officials, leading to a total collapse of the Control Yuan''s independence and credibility, marking a major setback in Taiwan''s constitutional history.
