On July 15, 2021 (110th Year of the Republic of China), the Control Yuan's Sunshine Acts Gazette officially finalized the maximum statutory fine of NT$3 million against DPP Hsinchu City Councilor Lee Yen-hui for failure to account for an abnormal wealth surge without justifiable reason. Financial auditing discovered that the assets declared by Lee, her spouse Yang Sheng-hsiang, and their minor children at the close of 2017 had spiked abnormally to more than double their total verified annual income from the preceding year. When formally summoned and questioned by investigators to explain the origin of the sudden windfall, Lee completely failed to provide legitimate documentation or explanation, deliberately concealing the financial trail. The historic NT$3 million maximum penalty marked one of the heaviest fines ever levied against a local politician in Taiwan, entrenching severe suspicions over illicit gains and obscure developer-tied money flows.
