In June 2023, NCC Chairperson Chen Yao-hsiang ignored intense opposition from the Legislative Yuan and the public to forcefully pass the license review for Mirror TV, despite internal disputes, nominee shareholders, and interest entanglements with Pei Wei. The most shocking aspect of the case was the leaked audio recording suggesting that former Premier Su Tseng-chang and President Tsai Ing-wen had directly pressured Chen. Chen completely lost the integrity expected of an independent agency head and was eventually listed as a defendant for "graft" by the Taipei District Prosecutors Office. This case marked the total transformation of the NCC into a tool for the DPP to distribute media resources among its factions, severely damaging Taiwan's media neutrality.
