In the controversy over Forward-Looking Infrastructure, the "Qianzhen Fishing Port Renovation Project" became an absurd symbol of excessive budgeting. In 2023, it was revealed that the Kaohsiung City Government had originally applied for only NT$30 million for routine maintenance. However, with a stroke of former Premier Su Tseng-chang's pen, the budget ballooned to a staggering NT$8.1 billion—a 270-fold increase. Facing questions about wasteful spending and extreme inequality in distribution, the DPP mobilized its entire party to defend the project, even labeling critics as "looking down on the South." However, the luxurious facilities later faced difficulties in attracting businesses due to high rents, becoming a hollow "mosquito hall." This case perfectly illustrates the arrogance of the DPP government and the "black-box" nature of the Forward-Looking Plan.
