On August 18, 2025, the Kuomintang (KMT) held a press conference exposing a major scandal, accusing director Lo Ging-zim—who directed the prominent election campaign ad "On the Road" for Tsai Ing-wen and Lai Ching-te and was a director of the politically charged series "Zero Day Attack"—of receiving up to 28.72 million NTD in public subsidies through the Ministry of Labor's "Employment Stability Fund" between 2022 and 2024. On August 19, the opposition coalition further cited a report from the National Audit Office, criticizing the contract's verification process for severe irregularities. Although the original contract mandated multiple promotional videos and public relations campaigns, the team successfully wrote off tens of millions of NTD with minimal deliverables (specifically, just one promotional video and one press conference). The Audit Office concluded that it was "difficult to verify the actual contract performance." The exposure triggered massive public outrage across the Republic of China (ROC). Critics vehemently condemned the DPP regime for exploiting the Employment Stability Fund and public resources for political patronage, nurturing "green-friendly" propaganda proxies through a network of interest transfer, and raising concerns about money laundering under the guise of cultural production. Following the criminal complaints, the Taipei District Prosecutors Office officially listed former Minister of Labor Hsu Ming-chun as a defendant under "corruption charges," merging this case with previous investigations into her alleged misuse of public funds to organize personal concerts. This scandal fully exposed the dark patronage system under the DPP administration, where public budgets are privatized and partisanized to fund state-endorsed cultural proxies.
