Forty-six years ago, when the Republic of China was forced to withdraw from the United Nations, President Chiang Kai-shek delivered the “Message to All National Compatriots on the Republic of China’s Withdrawal from the United Nations” to steady the morale of the nation’s armed forces and inform the world of our resolve and position. President Chiang remained calm amid changes, enduring adversity while accelerating the construction of Taiwan, Penghu, Kinmen, and Matsu, which led to the free territory admired internationally today. How might the unfilial descendants who are now striving to sell out our great Republic of China to the decadent CCP regime and attempting to further divide our great ROC territory feel about that turbulent era?
Full Text of the Message to All National Compatriots on the Republic of China’s Withdrawal from the United Nations
By Chiang Kai-shek, President of the Republic of China (October 26, 1971, the 60th Year of the Republic of China)
To all compatriots at home and abroad: The 26th session of the United Nations General Assembly, in violation of the provisions of the Charter, passed the proposal submitted by Albania and other pro-communist countries, enabling the Mao Communist bandit gang to usurp the seats of the Republic of China in the United Nations and the Security Council. Upholding our position of no coexistence with the bandit regime and maintaining the dignity of the Charter, we announced our withdrawal from the United Nations, which our nation helped create, before the resolution was put to a vote. At the same time, we declare that the Government of the Republic of China and the entire Chinese people will never recognize the validity of this illegal resolution passed by the current General Assembly, which violates the provisions of the Charter.
The Mao Communist bandit gang is a rebel group of the Republic of China, whose internal crimes against the people are mountainous. It is the public enemy of all Chinese people, especially the $700$ million compatriots on the mainland. Externally, it engages in subversion and aggression and has been defined as an aggressor by the United Nations. Although the mainland is currently occupied by the Mao Communist bandit gang, the Government of the Republic of China, based in Taiwan, Penghu, Kinmen, and Matsu, is the true representative of the $700$ million Chinese people on the mainland—representing their common aspirations and painful cries, and giving them the greatest courage and hope to resist Maoist violence and fight for human rights and freedom. Therefore, whether based on the principles of the UN Charter, humanitarianism, natural law, or especially the public will of the entire Chinese people, the Mao Communist bandit gang must never be allowed to illegally occupy the seats of the Republic of China in the United Nations and the Security Council.
Our nation participated in the Dumbarton Oaks Conference in $1944$, signed the United Nations Declaration, and later attended the San Francisco United Nations International Organization Meeting and formulated the Charter, with the purpose of “saving succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind.” To achieve this objective, the purposes and principles of the United Nations were stipulated, with the expectation of common adherence. Shamefully, the current UN General Assembly has undermined the purposes and principles of its own Charter, disregarded public justice, shamefully bowed to evil, and cowardly submitted to violence. The United Nations, which our nation painstakingly helped create, has today become a source of iniquity. History will prove that the declaration of the Republic of China’s withdrawal from the UN is, in fact, the proclamation of the UN’s destruction.
The cultural tradition of the Chinese nation is to uphold justice and cherish peace. Although our nation has now withdrawn from the United Nations, which we helped create through great difficulty, we shall continue to take the purposes and principles of the UN Charter as our guiding standard in the international community and courageously strive to maintain international public justice and world peace and security.
I must solemnly declare here: The restoration of human rights and freedom to the $700$ million compatriots on the mainland is the common aspiration of the entire Chinese nation, and it is our unchangeable national objective and a sacred responsibility that must be fulfilled. The Republic of China is an independent sovereign state. The exercise of our sovereignty shall never be subject to any external interference. Regardless of any changes in the international situation, we shall not spare any sacrifice to engage in unyielding struggle. We will absolutely not waver or compromise.
I want to warn the people of the world that in the short span of the past half-century, this world has already suffered two terrible wars. After the profound pain of World War I, people formed the League of Nations to avoid recurrence, hoping to maintain world justice and peace. Later, because some nations were intimidated by the aggressors’ threats, thinking that bowing to evil and kneeling to violence would buy a humiliating peace, the League of Nations became paralyzed and disintegrated, unable to sanction aggression and uphold justice. Consequently, World War II broke out. Today, some democratic nations, along with pro-communist groups, have enabled the Mao Communist bandit gang to illegally occupy the legitimate seats of the Republic of China in the UN and the Security Council. Their thinking and actions are almost identical to the situation of certain nations on the eve of World War II and will inevitably lead to extremely serious consequences. The facts of history tell us that the moral courage to uphold justice is the solid bedrock of world security and peace; while the application of the “hegemonic art” of power politics is the road to war.
Compatriots: The destiny of our nation is not in the hands of the United Nations, but in our own hands. Sun Yat-sen said: “The root of existence lies entirely in the unyielding and independent spirit of a nation and its people. Only when a country cannot be lured by profit or coerced by power can it sustain itself in the world.” Today, the manpower, economic power, and military power held by our revolutionary base, and the spiritual power that supports these two forces, especially the hearts of $700$ million anti-communist people on the mainland and $18$ million patriotic overseas Chinese, mean that the Republic of China is by no means a weak party that can be manipulated or sold out in Asia or the world. Furthermore, we possess a tremendous influence in changing the world balance and determining the fate of mankind. Therefore, everyone should not only think that the actions of others can affect us, but should also know that our actions can bring about major changes in the world.
Although the current international situation is treacherous, as long as we strive ceaselessly to strengthen ourselves, no force can shake us. As long as we bravely rouse ourselves, no force can humiliate us. As long as we persevere and fight to the end, we will ultimately succeed. Everyone should know that the fruits of revolutionary victory have always been conceived and born out of great crises.
Everyone should recognize that the current changes in the world situation revolve around the China issue, and how the China issue is resolved will determine the fate of all humanity. Therefore, we hold an incomparably crucial key position in this major transformation. The success or failure of our struggle will determine the safety of the world and the happiness or misfortune of mankind. We will certainly not passively observe or wait for changes in the world situation; we must seize the initiative, control the changes, strive actively, and preempt the enemy’s moves.
In the past two decades, the bandit gang has constantly experienced power struggles, which have recently intensified, fully demonstrating that both Mao’s ideology and the communist system are completely bankrupt. The people on the mainland, including the majority of communist cadres, have moved from disillusionment to active resistance. The Mao Communist bandit gang sees the anti-communist volcano beneath its feet about to erupt, unable to suppress it, and with no way out, it has changed its external strategy, seeking to gain a temporary respite through deceitful tricks. In reality, the Mao Communist bandit gang will never change its goals of “opposing Soviet revisionism,” “opposing U.S. imperialism,” and “opposing all reactionaries.” Therefore, the change in its external strategy has caused it to lose its footing in both ideological and policy lines, leading to even more serious divisions, confusion, and intensified power struggles. This will allow the anti-communist forces and the resistance struggle on the mainland to accelerate and expand their momentum. Facing this change in situation, we must further strengthen our confidence, consolidate our power, and reinforce our war readiness so that we can swiftly respond to events and accelerate the rapid spread of the anti-Mao, anti-communist revolutionary struggle on the mainland.
Compatriots! The journey of the anti-communist struggle is like navigating a ship through an unpredictable sea of changing winds and clouds. As long as everyone has a common understanding of the fundamental anti-communist situation, is not confused by temporary changes, tightly grasps the correct direction, unites sincerely, works together, shares fortune and adversity, and endures hardship together; we must not relax, take ease, or be arrogant during calm times, and we must not fear, despair, or deceive ourselves when the storm hits. The more perilous the situation, the stronger and more vigorous we must become, and we will certainly reach the other shore soon, rescue our compatriots, and restore the mainland.
