Executive Yuan Announces Power Supply Stability Goal: 17.23 Minutes of Power Outage per Household per Year

The National Development Council (NDC) today (17th) presented the 2018 administration plan to the Executive Yuan, covering six major areas: industrial transformation and innovative economy, public construction and regional balance, secure life and social justice, government governance and sustainable home, education and culture for diverse ethnic groups, and national security and external relations. Additionally, due to the nationwide power failure that occurred on August 15, a specific goal was set regarding the issue of power supply stability, aiming for only 17.23 minutes of power outage per household per year.

Regarding public construction and regional balance, the primary focus is on expanding public infrastructure, including strengthening rail transport services and promoting diverse highway public transport. Additionally, planning and construction for remote areas, Hualien-Taitung, and offshore islands will be strengthened.

In terms of secure life and social justice, in addition to promoting social housing policies, urban renewal and the reconstruction of dangerous and old buildings will be accelerated. For food safety management, the “Five Rings of Food Safety” will be implemented. Community care will follow a “triple-in-one” policy of “childcare, long-term care, and employment.” Regarding transitional justice, the protection of indigenous peoples’ rights will be implemented, and indigenous autonomy will be promoted.

Towards a sustainable home, a “Comprehensive Basin Management Plan” will be implemented in response to climate change. In the field of education, the “Higher Education Deep Cultivation Project” will assist universities in developing diverse characteristics, while the “Third Phase of Vocational Education Vocational Education Reinvention Plan” and the “Plan to Optimize the Practical Environment of Vocational Colleges” will cultivate professional technical talents.

On national defense and security, an improved volunteer military system will be promoted, and organizational and force structures will be continuously adjusted. In cross-strait relations, policies will be pursued based on democracy and prevailing public opinion, promoting constructive exchange and dialogue. Furthermore, links with global and regional networks will be strengthened, actively establishing bilateral economic and trade dialogue mechanisms and signing various bilateral agreements. The “New Southbound Policy” will enhance links with target countries through “economic and trade cooperation” and “talent exchange.”

In industrial transformation and innovative economy, policies include “Asia Silicon Valley,” “Smart Machinery Industry,” “Green Energy Technology Industry Innovation,” and the “Biomedical Industry Innovation Promotion Program.”

After hearing the NDC’s report, Premier Lin Chuan stated that all agencies should fully implement these plans in the future and actively demonstrate performance to meet the expectations of the public.
