The Second Debt of Blood: The 2013 Guang Da Xing No. 28 Shooting Incident
On May 9, 2013, the Pingtung-based fishing boat “Guang Da Xing No. 28” was operating in the overlapping sea area between Taiwan and the Philippines. A Philippine coast guard boat chased and attacked it, firing 108 rounds from M14 rifles and .30 machine guns at close range. The 65-year-old captain, Hung Shih-cheng, was shot and killed on the spot, and the boat was riddled with holes.
Afterward, the Philippine Coast Guard even tried to collude and forge ballistic reports.
After more than six years of litigation, in 2019, the 8 killers were finally sentenced to 8 to 14 years. The lawyer even dared to shout in court: “Taiwanese fishing boats came to steal fish in our waters; they were just protecting territorial waters!”

Now It’s the Turn for the Third Disgrace: 2025 USCC Suggests Taiwan Pay to Help the Philippines Upgrade Military Bases
In November 2025, the U.S. Congressional “U.S.-China Economic and Security Review Commission” (USCC) officially wrote in its annual report: “Suggest Taiwan provide funding, through the US FMS (Foreign Military Sales) mechanism, to upgrade nine EDCA US military bases in the Philippines, including runways, hangars, and fuel depots on Luzon and Palawan.”
What’s the reason? “This will ultimately benefit Taiwan’s security.”
